The minimum power supply you are using is a least higher than the total LEDs total consumption. In the case of our example, it is ( 10m x 15 W per m ) = 150 W, your power supply is too small for this purpose. If you have a 60W power supply then you can power a maximum of 2 - 3 m of this kind of LEDstrip. ( If you make the math 60 div 15=4, but you should never use 100% of your power supply as there is a power factor that limits you by 5-40%, but this is more specialized and if you need to learn more just google it.
