Q: Is this controller both 220v or 110v input or is the controller for 110volt AC input a different part ?

BG541081435 I checked the output DC voltage without a load. It shows 202 V DC no matter where the potentiometer is turned. Is this normal? Does it require a load in order for the output voltage to change when you turn the adjustment potentiometer?
