thegamingguineapig the ridges would theoretically turbulate the air flowing over the blade as it rotates and will thus delay the boundary layer separation. that means that the blade will stall later and that a higher pitched prop can be used without efficiency losses of (partial) blade stall. however I have no idea of these ridges will actually achieve this effect, but theoretically it would make for a very efficient high pitched prop.
