That's dreadful. The plastic bags are generally pretty good, but somewhere along the line, someone has not taken good care. It looks almost as though it has been immersed in water or left in the open in a rainstorm or stored in a flooded warehouse.
Your credit card company shoud refund, but get onto the seller and give them a bol**ing. I'm sure it wouldn't have left their premises like that, but who knows.
